【摘要】:Theunderstandingandmanagementoftheinterrelationshipbetweenhumanhealth,ecologicalcondition,socio-culturalvalues,andeconomicwell-beingofthecommunityandthehigh-valueassetisessentialtotimelyandacceptablerestoration.Thisstandardguideisdesignedtohelpresponsibleparty(ies)withtheidentificationandintegrationofaffectedstakeholdersandwiththeestablishmentofaprocesstoidentifyandresolvekeyissuesessentialtoasatisfactoryrestoration.Thestandardguideispresentedhereinasax201C;frameworkx201D;tohelpensurethatalltherestorationplanningprocesscomponents(thatis,humanhealth,ecologicalcondition,socio-culturalvaluesandeconomicwell-being)areconsidered.Theframeworkisdesignedtoallowausertodeterminewhichcomponentsoftheprocessareapplicabletotherestorationproblembeingaddressed,andtoestablishthelevelofanalyticaldetailnecessaryforeachcomponent.Itprovidesgeneralguidancetohelpwiththeselectionofapproachesandmethodsforspecificanalysisofeachofthemajorrestorationplanningcomponents(thatis,humanhealth,ecologicalcondition,socio-culturalvalues,andeconomicwell-being).Byactivelyinvolvingaffectedstakeholdersintherestorationdecision-makingprocess,itwillhelptheusertoorienttheprocesstoprioritizeandconsiderthemostimportantissuesofthosewhox2019;slivesaremostdirectlyimpactedbytheconsequencesoftheeventandresultingrestoration.Thisnotonlygreatlyincreasesthechancesofasuccessfulandacceptablerestoration,butwillalsohelppromotepublictrustintheresponsiblepartyx2019;sabilitytorapidlyrestorethehigh-valueasset(s).1.1Toensureapubliclyacceptableandtimelyrestorationofanassetcontaminatedasaresultofanaturalorman-madedisaster,includingaterroristevent,itisessentialtohaveapre-plannedstrategydevelopedandtailoredatthecommunitylevelandfacilitatedbythegovernmentwhichadvocatesthesupportandinvolvementoftheaffectedcommunityduringsuchacrisisperiod.Thispre-plannedstrategyforrestorationwillneedtobeseamlesslyincorporatedintotheoverallemergencymanagementprocesswithinthecommunity.Thisguidepresentsaframework(thatis,strategy)forinvolvingthepublicinastakeholder-focused,consensus-basedeventrestorationprocess,forthosesituationswheresuchinvolvementisessentialtomoveastalled(duetostakeholderissues)restorationprocessforward.Thisframeworkisdesignedtobeanevent-specific,community-specificprocesstohelpprioritizeandconsideractionsnecessarytooptimizetherestorationofanassetcontaminatedastheresultofadisaster.1.2Thisguideisintendedtodescribeahighlyflexiblerestorationplanningprocess,andthereforedoesnotspecifyorrecommendaspecificcourseofactionforthisactivity.1.3Thisguideisintendedtoassistintheimplementationofarestorationplanningprocessallowingaholisticassessmentandbalancingoftheimpactsassociatedwithhumanhealth,ecology,socio-culturalvalues,andeconomicimplications.ItisintendedtobeusedinalignmentwithcurrentFederalEmergencyManagementAgency(FEMA)guidanceandotherguidesandagencyproceduresandrequirementstoaddressspecificstakeholderissuesandconcerns.1.4AftercompletingtheimmediateresponseandstabilizationphaseofadisasterthatrequiredFederalassistancethroughestablishmentofaJointFieldOffice(JFO)inaccordancewiththeNationalResponsePlan,mitigationandrecoveryactivitieswillneedtobeplannedandinitiatedtoaddressthesignificantlong-termimpactsforanycontamin......
